§ 42-3. Discharge of wastes.

No person shall discharge or permit to be discharged into the city waters, or on the ice covering such waters, within a distance of one-half mile from the corporate boundaries of the city, any garbage, offal, untreated sewage, refuse, ashes, rubbish, glass, cans, bottles, animal substance, mineral substance, vegetable substance or any other waste materials or other putrid substance or filth.
